J. Enrique Froemel, Ph.D.Dr. J. Enrique Froemel was appointed to serve as the Director of the Student Assessment Office in the Spring of 2003. Prior to his current position, he was Coordinator of the Latin American Laboratory for Assessment of Quality in Education (LLECE), a sixteen country effort, coordinated by the UNESCO Office of Education in Latin America and The Caribbean (OREALC). He also served several positions in Education in his native country, Chile, up to that of Vice-Minister of Education. Between 1985 and 1990 he was President of the Pontificial Catholic University of Valparaiso, also in Chile. He served later as Director General of the Andes Foundation, the major grant making entity in Chile.

Dr. Froemel is the Senior Partner of Froemel and Associates, a consulting firm active in assessment issues for national as well as local governments in Latin America. He is also Professor in the Graduate Programs of the “Alberto Hurtado” Jesuit University, in Chile. He as well serves in the Standing Advisory Council for assessment studies of UNESCO for Latin America and The Caribbean. He has taught extensively on his fields of specialty, carried out several research projects, both under Chilean as well as international funding, and published books and academic articles. He holds a Ph.D. in Measurement, Evaluation and Statistical Analysis and a Master of Arts degree in the Social Sciences, both from the University of Chicago, where he was a doctoral student of Benjamin Bloom. He also holds a Bachelor of Science and an Engineering degree, from the Chilean Naval Polytechnic Academy.
